4.  CONNECTICUT  SB 0468 - Passed 06-06–18, Signed by the Governor:

Permits service of civil process to be made on the Commissioner of Motor Vehicles in a matter involving (1) an unlicensed motor vehicle operator, or (2) a motor vehicle owner who has not registered the motor vehicle.

Specifies that service of process for juvenile court proceeding may be completed by an individual authorized to serve process under the Rule of Civil Procedure OR the Rules of Juvenile Procedure, including but not limited to, a sheriff, constable, or private process server.

10.  VIRGINIA HB 1511 - Passed 03-09-18, Governor: Acts of assembly Chapter Text (CHAP0238)
Provides that certain investigators employed by an attorney for the Commonwealth or by the Indigent Defense Commission while engaged in the performance of their official duties shall not be considered a party or otherwise interested in the subject matter in controversy and, thus, are authorized to serve process, provided that the sheriff in the jurisdiction where the process is to be served has agreed that such investigators may serve process.
