Colorado HB17-1095 would allow process servers to serve a person employed to secure a secured or gated community, or the property manager or managing agent of the property manager if it is a security device denying entrance. This would constitute valid substitute service if followed by mailing a copy of the notice to the address, or last-known address, of the party being served. If the agent refuses service, the notice is to be posted in a conspicuous place and then mailed.
